Many communities use transferable development rights to preserve environmental areas, farmland, historic landmarks and open space. TDR uses development rather than taxation to pay for permanent protection of these and other threatened resources. Working though the zoning code, TDR helps implement the preservation as well as the development goals of a community's land use plans. When TDR works, property owners are compensated for voluntarily conserving their land and developers are able to achieve more profitable levels of development despite contributing to off-site preservation.
As a market driven tool that requires coordination of various stakeholders, TDR can seem intimidating. This teleconference will give you the fundamentals of TDR, including a solid understanding of TDR components and an appreciation for the various ways TDR has been used. You will also become familiar with legal considerations surrounding TDR and the 10 success factors found in the most successful TDR programs in the nation. In an effort to demystify TDR, you will learn how the critical TDR components are often identified in a community's adopted general plan. When that occurs, communities can develop and adopt a successful TDR program in relatively little time if elected officials are willing to make it happen. In addition to traditional TDR, you will learn about new approaches that facilitate adoption and simplify program implementation.
